Running a country? There's an app for that, almost

(AP) ? Britain's government says experts are considering developing a bespoke iPad app that would deliver key data straight to Prime Minister David Cameron's tablet computer.

Officials said Wednesday that the idea is being discussed, though Cameron's Downing Street office declined to comment on the details.

The Times of London newspaper reported the app could include statistics and information from government departments, real time news and Twitter updates.

Cameron has previously discussed his affection for his iPad, but acknowledged he needed "a little bit of help from someone in IT" to set up the gadget.

The British chief has frequently championed the country's technology sector and hailed the so-called Silicon Roundabout cluster of digital companies in east London.

Abortion, immigration changes among new 2012 laws

Girls seeking abortions in New Hampshire must first tell their parents or a judge, some employers in Alabama must verify new workers' U.S. residency, and California students will be the first in the country to receive mandatory lessons about the contributions of gays and lesbians under state laws set to take effect at the start of 2012.

Many laws reflect the nation's concerns over immigration, the cost of government and the best way to protect and benefit young people, including regulations on sports concussions.

Alabama, with the country's toughest immigration law, is enacting a key provision requiring all employers who do business with any government entity to use a federal system known as E-Verify to check that all new employees are in the country legally.

Georgia is putting a similar law into effect requiring any business with 500 or more employees to use E-Verify to check the employment eligibility of new hires. The requirement is being phased in, with all employers with more than 10 employees to be included by July 2013.

Supporters said they wanted to deter illegal immigrants from coming to Georgia by making it tougher for them to work. Critics said that changes to immigration law should come at the federal level and that portions of the law already in effect are already hurting Georgia.

"It is destroying Georgia's economy and it is destroying the fabric of our social network in South Georgia," Paul Bridges, mayor of the onion-farming town of Uvalda, said in November. He is part of a lawsuit challenging the new law.

Tennessee will also require businesses to ensure employees are legally authorized to work in the U.S. but exempts employers with five or fewer workers and allows them to keep a copy of the new hire's driver's license instead of using E-Verify.

A South Carolina law would allow officials to yank the operating licenses of businesses that don't check new hires' legal status through E-verify. A federal judge last week blocked parts of the law that would have required police to check the immigration status of criminal suspects or people stopped for traffic violations they think might be in the country illegally, and that would have made it a crime for illegal immigrants to transport or house themselves.

California is also addressing illegal immigration, but with a bill that allows students who entered the country illegally to receive private financial aid at public colleges.

Many laws aim to protect young people. In Colorado, coaches will be required to bench players as young as 11 when they're believed to have suffered a head injury. The young athletes will also need medical clearance to return to play.

The law also requires coaches in public and private schools and even volunteer Little League and Pop Warner football coaches to take free annual online training to recognize the symptoms of a concussion. At least a dozen other states have enacted similar laws with the support of the National Football League.

People 18 and under in Illinois will have to wear seat belts while riding in taxis for school-related purposes, and Illinois school boards can now suspend or expel students who make explicit threats on websites against other students or school employees.

Florida will take control of lunch and other school food programs from the federal government, allowing the state to put more Florida-grown fresh fruit and vegetables on school menus. Agriculture Commissioner Adam Putnam says the change will help children eat healthier.

A California law will add gays and lesbians and people with disabilities to the list of social and ethnic groups whose contributions must be taught in history lessons in public schools. The law also bans teaching materials that reflect poorly on gays or particular religions.

Opponents have filed five potential initiatives to repeal the requirement outright or let parents remove their children while gays' contributions are being taught.

In New Hampshire, a law requiring girls seeking abortions to tell their parents or a judge first was reinstated by conservative Republicans over a gubernatorial veto. The state enacted a similar law eight years ago, but it was never enforced following a series of lawsuits.

In Arkansas, facilities that perform 10 or more nonsurgical abortions a month must be licensed by the state Health Department and be subject to inspections by the department, the same requirements faced by facilities that offer surgical abortions in the state.

It affects two Planned Parenthood facilities that offer the abortion pill, though they're not singled out in the statute.

Among federal laws, a measure Congress passed last week to extend Social Security tax cuts and federal unemployment benefit programs raises insurance fees on new mortgages and refinancings backed by Fannie Mae, Freddie Mac and the Federal Housing Administration by 0.1 percent beginning Jan. 1.

That covers about 90 percent of them and effectively makes a borrower's monthly payment on a new $200,000 mortgage or refinancing about $17 a month more than it would have been if obtained before the first of the year.

Nevada's 3-month old ban on texting while driving will get tougher, with tickets replacing the warnings that police have issued since the ban took effect Oct. 1. In Pennsylvania, police are preparing to enforce that state's recently enacted ban on texting, scheduled to take effect by spring.

Election law changes in Rhode Island and Tennessee will require voters to present photo ID, a measure that supporters say prevents fraud and that opponents say will make it harder for minorities and the elderly to cast ballots.

In Ohio, a measure that creates one primary in March, instead of two that would have cost the state an extra $15 million, goes into effect later in January.

Ohio is also one of eight states with automatic increases in the minimum wage taking effect Jan. 1. The others, with increases between 28 and 37 cents, are Arizona, Colorado, Florida, Montana, Oregon, Vermont and Washington.

A few laws try to address budget woes. In Delaware, new state employees will have to contribute more to their pensions, while state workers hired after Jan. 1 in Nevada will have to pony up for their own health care costs in retirement.

Jan. 1 is the effective date in many states for laws passed during this year's legislative sessions. In others, laws take effect July 1, or 90 days after passage.

Foxconn Looking to Double Zhengzhou iPhone Factory Size

?Foxconn is reported to be planning to build the world's largest manufacturing base for smart phones based in Central China's Henan province next year.

The base will be centered on the Foxconn Science Park in Zhengzhou, provincial capital of Henan, increasing its current production lines to 95, the Henan provincial development and reform commission announced during a conference.

The factory expansion is said to be costing US$1.1 billion.

Foxconn, along with many other component assembly plants has been seeking to move production away from the coastal areas where higher wages are being demanded along with improved working conditions. Zhengzhou's labor costs that are about two-thirds those in China's coastal cities.

The government is also keen to reduce the huge labour mobility swings as people move to the coast to seek work.

The existing plant in Zhengzhou has already reached a daily production of 200,000 Apple iPhones and employed 130,000 people, said Guo Gengmao, governor of Henan province. It opened earlier this year.

Oil jobs the new gold as thousands join N.D. rush

In the icy parking lot of the Wal-Mart in Williston, N.D., the next wave of economic refugees is washing in, counting down the hours until they can turn their back on a past they?d like to forget.

On one chilly day in December, there?s the family from North Carolina, which has crammed mom, dad, teenage son and two dogs into an old Winnebago, driving some 3,000 kilometres in hopes of finding work. And there is Eric Larsson, who has come more than 1,000 kilometres from eastern Idaho in a truck loaded with tools, looking for a job after his position vanished ? along with his house ? three years ago. He?s pulling a trailer he just bought so he can have a place to sleep.

These people, and thousands of others whose stories bear a striking similarity, have come to join the frenzy ? by plane, by ratty truck, by train. Williston, with a population of around 20,000, was a quiet North Dakota town, surrounded by oil fields that had been in decline for decades. Now, it is the heart of the Bakken, a new oil play that has abruptly woken one of the sleepiest states in the Union, transforming North Dakota into an energy heavyweight.

It has also made Williston, whose surrounding county now has the lowest unemployment rate in the entire country, a new destination for America?s jobless, homeless and would-be rich.

There is the Louisiana driller, who brought an entire crew with him after discovering he could boost his pay by $15 an hour by heading north. There is the family who came with an infant and a tent, until someone took pity on them ahead of a major snowstorm. There is the man who sought refuge inside a clothing rack at Wal-Mart, having no other place to stay.

There is Scotty Lail, who watched the bank seize his truck, his fifth-wheel RV trailer and his house after he and 3,500 others were laid off from a Freightliner manufacturing plant. He came to Williston to rebuild, starting with a credit rating that, he hopes, will soon be sufficiently repaired to let him back into home ownership.

?You gotta go to where the money is at,? he says.

Even the jet set is seeking a Bakken salvation. Wealthy hedge fund managers and private investors have left New York for Williston in Learjets, drawn by hopes of sinking millions into land that can be developed for a return that seems more certain than anything the financial markets might provide.

Williston is an undeniable boomtown, a modern-day Dawson City or San Francisco ? the gold-rush analogies are inevitable. But in many ways, the best comparison lies just over a thousand kilometres north. Williston is America?s Fort McMurray ? down to many of the incredible details.

In Williston, like Fort Mac a few years ago, fast-food joints post lunch-time hourly rates that are double the minimum wage. McDonald?s offers hiring bonuses. Its drive-through ? recently widened into two lanes ? is so busy, the line of trucks often spills out onto the street. A local gym has lineups 10 deep for its men?s showers, as the employed homeless turn wherever they can.

Temporary accommodations have sprung up like weeds. Permits have been issued for 9,400 spots in ?man-camps,? the local term for mobile-home-style worker camps that have been growing so fast the county issued a six-month moratorium this fall on any additions. Existing hotels are jammed. Two hotels opened this spring. Six new ones are under construction, and oil service companies are booking entire floors before they are even built.

Drive an hour in any direction from Williston, and the bare hills are being cleared to accommodate new hotels, new camps and, often, mini RV camps in the backyard of farm residences. At a going rate of $500 to $1,000 a month just to park and plug in a camper, there?s good money to be made for a landowner that doesn?t mind a dozen new neighbours.

In an extreme housing crisis, prices have ballooned. Single-family family homes that sold for $40,000 five years ago now go for $150,000. Some single-bedroom apartments that were going for $500 a month now fetch $2,000. One commercial property worth $50,000 not long ago now leases for $110,000 ? a year.

Was 2011 The Best Gaming Holiday Season In History? - G4tv.com

Holiday Gift Guide 2011: Non-Game Gifts for Gamers

It's nearing the end of 2011, a deeply craptastic 12 months. It was bad year for the world economy. And for movies.? And for for almost everything else on earth, but while Western civilization may be crumbling around us, know hope: 2011 was definitely a great year for one thing: Video games! And the peak part of this peak year was the 2011 holiday season.

It?s not often that gamers have nothing to complain about, and this holiday season is no exception. However, this time around, the complaints aren?t about bad games or exploitative publishing firms. Instead gamers are complaining that there are just too damn many good games out there. Or that there aren?t enough hours in the day to play them. Or that they have to work during prime Skyrim hours. Either way, I?m nearly positive that this year?s holiday season will go down as one of the greatest few months in video game history.

The Console Wars: Rise of the Machines

All three of the major game consoles are nearing the end of their production. Traditionally at this time in a console?s lifecycle, people are clamoring for the next generation; hedging their bets on upcoming games and looking beyond those being released at the time. Certainly this is the current situation of the Nintendo Wii. The Wii?after peaking in sales and capabilities years ago?is the victim of Nintendo itself. Having announced the Wii U, they essentially voiced a vote of no confidence in the slipping system, instead unintentionally encouraging consumers to sit back and wait?avoiding Nintendo products until the next system launches.

However, the impressive hardware of the PlayStation 3 and Xbox 360 have ensured their relevance remain far past that of its predecessors. Not only have they remained relevant, these two consoles continue to rack up sales, even amid the worst economic period since the Great Depression. Allow me to reiterate?with a near nine percent unemployment rate, Americans still purchased 1.7 million 360s and 900,000 PS3s during the month of November alone.

The existential reasoning is hard to suss out. Are Americans looking for escape from their increasingly austere lives? Are video games starting to offer some sort of release unavailable in movies or television? Regardless of the philosophical implications, there are a few reasons we can look at as to why this season above so many others is beginning to distinguish itself as an anomaly.

This season would best be summed up in one word: sequels. The last few months have seen a perfect storm of some of the most popular gaming franchises in the industry all releasing their newest iteration. Every single one of the top ten selling games of November was an installment of a well-known, high selling franchise.

Modern Warfare 3

Call of Duty: Modern Warfare 3, Elder Scrolls V: Skyrim, Battlefield 3, and Assassin?s Creed: Revelations; just to name a few. If the industry has taught us anything it?s that no matter how successful or wonderful a game is; a direct sequel will always sell more copies. The power of a name is paramount.

Some sequels unfortunately, simply suck. This year, though, this is largely not the case. Just about every sequel we?ve seen is just as wonderful?in general?as its predecessors. After a while I found myself shaking my head as game after game was released to universal critical acclaim. In fact, G4 gave out six perfect scores in the month of November alone. Not to mention the three this month.

It?s like arriving home on Halloween with a sack full of delicious candy, only to realize that your earlier well-laid plans to eat it in a single sitting only bent you over a toilet. Except in our case, each piece of candy requires at the very least eight to ten hours to consume. And like I said, there are no Almond Joys to throw away.

Minecraft Update 1.6 To Add Grass, Shrooms And More -- Planned For This Week

This brings us back to my original argument?this holiday season may never be surpassed in terms of sheer quality and quantity of an array of spectacular video games. Sure, next November we?re sure to see some great games; many of which may be anticipated sequels like BioShock: Infinite. But there is no way we can expect to see the breadth of games we have seen this year.

A perfect alignment of irregular series like Elder Scrolls, Saints Row and Rocksteady?s Batman is far too unlikely already. More unlikely still is all of these games are all so damn good. Also, the fact that the current generation of consoles is so near its expected funeral, yet still selling with such ferocity is not anything anyone could anticipate or hope to repeat.

Looking forward, with systems from both Sony and Microsoft rumored around 2014, many studios may choose to stop or slow development on PS3 and 360 games to get a jump on the next generation. Further, many gamers may start saving their money for bigger expenses; namely a PS4 or Xbox Whatever. This ambiguity from both consumers and developers make the next few holiday seasons tough to call. Beyond announced games, speculation is worthless when our current systems? clocks are ticking away.

Will holiday seasons continue to pump out great games? Sure. Publishers know that the best formula for success is sometimes not simply having a great game; but releasing the game at the most opportune moment. Often this moment is the season when consumers buy the most. Sure, if it?s convenient, publishing studios would love to march their games out before a horde of unwitting mothers and loved ones right before Christmas. But that isn?t always the case.

Hey, maybe we?ll see another season full of high profile titles and high sales. Nigeria fears more bombs after 35 die at church

At a Nigerian Catholic church where a Christmas Day terror attack killed 35 people and injured at least 52, women tried to clean the sanctuary ahead of Mass on Monday while one man wept uncontrollably amid the debris.

Outside St. Theresa Catholic Church, crowds gathered among the burned-out cars in the dirt parking lot, angry over the attack claimed by a radical Muslim sect and fearful that the group will target more churches.

Rev. Father Christopher Jataudarde said Sunday's blast happened as church officials gave parishioners white powder as part of a tradition celebrating the birth of Christ.

Some already had left the church at the time of the bombing, causing the massive casualties. In the chaos after the bombing, Jataudarde said one mortally wounded man, cradling his shredded stomach, begged him for religious atonement.

"Father, pray for me, I will not survive," the man said, according to the priest.

At least 52 people were hurt in the attack, said Slaku Luguard, a coordinator with Nigeria's National Emergency Management Agency. Victims filled the cement floors of a nearby government hospital, some crying in pools of their own blood.

Other attacks by the radical Muslim sect Boko Haram on Christmas left a total of 39 dead across Africa's most populous nation. A bomb also exploded amid gunfire in the central Nigeria city of Jos and a suicide car bomber attacked the military in the nation's northeast.

After the bombings, a Boko Haram spokesman using the nom de guerre Abul-Qaqa claimed responsibility for the attacks in an interview with The Daily Trust, the newspaper of record across Nigeria's Muslim north. The sect has used the newspaper in the past to communicate with public.

"There will never be peace until our demands are met," the newspaper quoted the spokesman as saying. "We want all our brothers who have been incarcerated to be released; we want full implementation of the Sharia system and we want democracy and the constitution to be suspended."

Boko Haram has carried out increasingly sophisticated and bloody attacks in its campaign to implement strict Shariah law across Nigeria, a multiethnic nation of more than 160 million people. The group, whose name means "Western education is sacrilege" in the local Hausa language, is responsible for at least 504 killings this year alone, according to an Associated Press count.

This Christmas attack comes a year after a series of Christmas Eve bombings in Jos claimed by the militants left at least 32 dead and 74 wounded. The group also claimed responsibility for the Aug. 26 bombing of the United Nations headquarters in Nigeria's capital Abuja that killed 24 people and wounded 116 others.

While initially targeting enemies via hit-and-run assassinations from the back of motorbikes after the 2009 riot, violence by Boko Haram now has a new sophistication and apparent planning that includes high-profile attacks with greater casualties.

That has fueled speculation about the group's ties as it has splintered into at least three different factions, diplomats and security sources say. They say the more extreme wing of the sect maintains contact with terror groups in North Africa and Somalia.

Targeting Boko Haram has remained difficult, as sect members are scattered throughout northern Nigeria and the nearby countries of Cameroon, Chad and Niger.

Analysts say political considerations also likely play a part in the country's thus-far muted response: President Goodluck Jonathan, a Christian from the south, may be hesitant to use force in the nation's predominantly Muslim north.

Speaking late Sunday at a prayer service, Jonathan described the bombing as an "ugly incident."

"There is no reason for these kind of dastardly acts," the president said in a ceremony aired by the state-run Nigerian Television Authority. "It's one of the burdens as a nation we have to carry. We believe it will not last forever."

Witnesses reported seeing the fallen masonry Sunday. Italian news agency ANSA reported another bit fell Tuesday, but Colosseum director Rossella Rea denied it and blamed the false report on a "psychosis" that occurs every so often that Rome's iconic stadium is crumbling.

GAME NOTES: The Texas-El Paso Miners and the Auburn Tigers will face off in the third-place game of the Diamond Head Classic at the Stan Sheriff Center in Honolulu.

The game represents just the third meeting between the Miners and Tigers, and the former has won both previous meetings, the last one taking place back in 1986.

UTEP will be playing its fifth game in nine days and enters with a 5-6 overall record. The Miners beat Clemson in the opening round of this tournament before losing to Kansas State, 78-70, its last time out. UTEP led in the second half of that semifinal-round matchup before the Wildcats staged a late comeback to end the Miners' modest three-game win streak. Coach Tim Floyd's preaches sound defense to his squad, and it has responded by holding its previous seven opponents under 70 points.

Jacques Streeter scored a season-high 15 points, including 11 in the second half, to lead the Miners against Kansas State. UTEP has shot 48.8 percent from the field in its two Diamond Head Classic games, while foes have made 38.3 percent of their field goals. Michael Perez has scored in double figures in six of the seven games, averaging 16.6 ppg during the stretch. He tallied a career-high 25 points versus Clemson on Thursday, and Perez is the only Miner to score in double figures in both Diamond Head Classic games. Cedrick Lang has reached double figures in two of the last three outings, and he tied his career-high with 12 points on Friday.

Auburn enters this contest with an 8-2 record after dropping a 64-43 decision to Long Beach State on Friday. The loss snapped a four-game win streak as the Tigers reeled off victories over South Florida, North Florida, Florida A&M and Hawaii before the 49ers knocked them off. LBSU held Auburn to a season-low 26.3 percent shooting from the field and a season-low 43 points. Coach Tony Barbee's team will try to bounce back closer to its season averages of 68.1 ppg and 44.8 percent shooting.

Frankie Sullivan was the lone bright spot for the Tigers in their last outing, as he finished with 22 points and six rebounds. Rob Chubb, Kenny Gabriel and Chris Denson, all of whom own double-digit scoring averages for the season, will need to step up against UTEP to help their team avoid its first two-game losing streak of the year.

The Tigers should be able to recover from their poor outing and get back on track against the Miners. UTEP has been playing well lately, but its rebounding ability is inferior to its counterpart in this one.

Hitachi Zosen Inova AG based in Switzerland Subsidiary Accepts Order to Construct Municipal Energy-from-Waste Plant in UK

Hitachi Zosen Corp. (Hitz), a Japanese company engaged in engineering and manufacturing environmental equipment, infrastructure and machines, announced on July 4, 2011 that its wholly owned subsidiary, Hitachi Zosen Inova AG (HZI) based in Switzerland, had accepted an order from SITA STW Ltd. to construct a solid energy-from-waste plant with power generation capacity of 24,000 kilowatts in Teesside in the northeast of England. HZI is engaged in engineering, construction and maintenance of municipal solid energy-from-waste plants while SITA STW operates energy-from-waste plants in the UK.

The municipalities of Sunderland, Geteshed and South Tyneside in the UK entrusted SITA STW with the construction and long-term operation of a waste disposal and energy-from-waste plant under a private finance initiative scheme. HZI has accepted the order from SITA STW to provide engineering, procurement, and construction under a full turnkey agreement. Thanks to its renewable energy potential, solid waste incineration plants with power generation capability are increasingly attracting attention also in Japan for the disposal of urban waste. The new plant in the UK is estimated to generate enough power for 30,000 households while reducing carbon dioxide emissions by 64,000 tons per year.

European countries including the UK have been relying on landfill for waste disposal. With the EU introducing stricter regulations on landfills and setting higher targets on renewable energy, demand for municipal solid energy-from-waste plants as facilities that generate energy from waste is expected to grow in the future.

Space tourism doesn't have to be rocket science

"T minus 10 seconds."???????????

Imagine you're a space tourist, preparing for lift-off. Yet rather than a deafening roar, followed by shaking and shuddering as the rocket engine fires up, you experience a serene stillness as the countdown continues.

"5, 4, 3, 2, 1..." And you're away. You are pressed into your seat as the spacecraft ascends into the sky. But it's a gentle push, not a blood-draining, face-distorting squeeze. And apart from the voices of the pilots beside you and the rush of air around the capsule, there is only silence. Outside, the darkening sky outlines the steadily growing curvature of the Earth. Before long, the sky is completely black, while the planet below has turned blue. You have reached the edge of space, and there's not a rocket in sight.

Several companies hope to make their fortune by opening up space travel to people with the right stuff - money, in this case. Almost all the firms plan to do so using rockets, though, and rockets are dangerous. Of the 500-odd people launched into space so far, 18 have died. For some people, the risk is surely part of the attraction. But what if you wanted the serene experience of looking at the blue marble without the risk of meeting a sticky end? Jos? Mariano L?pez-Urdiales thinks he has the answer: space ballooning.

The company he founded, Zero2Infinity, based in Barcelona, Spain, hopes to start taking people up to near-space as early as 2013. Balloons cannot go as high as rockets, but in theory at least they should be far safer, since passengers won't be sitting on tonnes of explosives. Their environmental impact is also far lower than that of smoke-belching rockets.

L?pez-Urdiales was inspired by his father, an atmospheric physicist who was involved in sending probes to Titan and Mars. "I've always seen him working, seen all the excitement of years of work going into a flight. That's what got me excited about space in general," he says. Then, in 2000, his father told him about how the Huygens probe that explored Titan was tested by dropping a prototype from a balloon around 40 kilometres up. "After our conversation, I thought if there's going to be space tourism, then let's try this way," he says.

There is no doubt that it is possible, because it has been done many times before. In the 1950s and 1960s, more than a dozen crewed balloons journeyed to near-space. In 1957, for instance, Joe Kittinger of the US air force ascended to a height of 29 kilometres in a capsule attached to a helium balloon. He enjoyed the ride so much that when ordered to descend, he replied: "Come and get me."

Zero2Infinity hopes to spread that joy to the civilian population. The company has carried out several test flights of uncrewed balloons, and earlier this year got the funding needed to carry out its first flight carrying people.

The plan is to use a massive helium "bloon", as the company likes to call it, to carry a pressurised capsule with space for two pilots and two passengers up to 34 kilometres above the Earth. You can book now - but at ?110,000 per ticket, you'll need a little spare cash.

Will all that money really get you into space? According to one widely accepted definition, space begins 100 kilometres above the Earth's surface, so most space tourism groups, such as Virgin Galactic, aim to take their passengers that far up.

That is more than twice the height a balloon can reach, and Zero2Infinity's website uses the term "near-space" rather than "space". L?pez-Urdiales, however, points out that there is no clear physical boundary. At 34 kilometres, you are above more than 99 per cent of the atmosphere, he told attendees last October at a sustainability symposium in the Maldives. And even 400 kilometres up, at the height of the International Space Station, there is still a very thin atmosphere.

The balloon's altitude is not the only issue. Passengers will also miss out on the thrill of high g-forces and subsequent weightlessness. But is the point of space travel to get funfair thrills that you could experience far more cheaply by taking a plane ride on a weightlessness-producing "vomit comet"?

L?pez-Urdiales thinks the defining experience of space travel isn't the vomiting, weightlessness or g-forces. It's the "overview effect" - the blissful sense of connection so many astronauts report after gazing down at our blue planet from above. According to anecdotal reports, this experience has lasting effects on those who experience it.

It remains to be seen whether bloon passengers will feel the same way, but they probably have a much better chance than rocketeers. Because 100 kilometres is not high enough to go into orbit, rocket-propelled craft such as Virgin Galactic's SpaceShipTwo will immediately begin falling back to Earth, giving passengers only a few minutes to take in the views. Bloon passengers will have more time; after ascending for about an hour, the bloon will remain at its maximum height for double that time.

Jamie Dupree's Washington Insider: Obama Signing Statement

Before President Obama left for Hawaii to join his family on a Christmas vacation, he signed into law a package of budget bills for the current fiscal year - but he also let Congress know that a few provisions would not be observed by his administration.

These are called "signing statements" and have a times been rather controversial - mainly depending on which party is in control of the White House. ?

In other words, if it is your President, the signing statement is okay - if the other party controls the White House, then signing statements are usually bad.

This latest Obama signing statement has to do with Guantanamo detainees, the deployment of U.S. military forces overseas, restrictions on diplomatic work, the assignemnts of executive branch officials and restrictions on the use of money at the Library of Congress and in other agencies.

Statement by the President on H.R. 2055

Today I have signed into law H.R. 2055, the "Consolidated Appropriations Act, 2012." This bill provides the funding necessary for the smooth operation of our Nation's Government.

I have previously announced that it is the policy of my Administration, and in the interests of promoting transparency in Government, to indicate when a bill presented for Presidential signature includes provisions that are subject to well-founded constitutional objections. The Department of Justice has advised that a small number of provisions of H.R. 2055 raise constitutional concerns.

In this bill, the Congress has once again included provisions that would bar the use of appropriated funds for transfers of Guantanamo detainees into the United States (section 8119 of Division A), as well as transfers to the custody or effective control of foreign countries unless specified conditions are met (section 8120 of Division A). These provisions are similar to others found in the National Defense Authorization Act for Fiscal Year 2012. My Administration has repeatedly communicated my objections to these provisions, including my view that they could, under certain circumstances, violate constitutional separation of powers principles. In approving this bill, I reiterate the objections my Administration has raised regarding these provisions, my intent to interpret and apply them in a manner that avoids constitutional conflicts, and the promise that my Administration will continue to work towards their repeal.

The Congress has also included certain provisions in this bill that could interfere with my constitutional authorities in the areas of foreign relations and national security. Section 113 of Division H requires the Secretary of Defense to notify the Appropriations Committees of both Houses of Congress 30 days in advance of "any proposed military exercise involving United States personnel" that is anticipated to involve expenditures of more than $100,000 on construction. Language in Division I, title I, under the headings International Organizations, Contributions for International Peacekeeping Activities, disallows the expenditure of funds "for any United Nations peacekeeping mission that will involve United States Armed Forces under the command or operational control of a foreign national," unless my military advisers have advised that such an involvement is in the national interest, and unless I have made the same recommendation to the Congress. In approving this bill, I reiterate the understanding, which I have communicated to the Congress, that I will apply these provisions in a manner consistent with my constitutional authority as Commander in Chief.

Certain provisions in Division I, including sections 7013, 7025, 7029, 7033, 7043, 7046, 7049, 7059, 7062, and 7071, restrict or require particular diplomatic communications, negotiations, or interactions with foreign governments or international organizations. Others, including sections 7031, 7037, and 7086, hinder my ability to receive diplomatic representatives of foreign governments. Finally, section 7041 requires the disclosure to the Congress of information regarding ongoing diplomatic negotiations. I have advised the Congress that I will not treat these provisions as limiting my constitutional authorities in the area of foreign relations.

Moreover, several provisions in this bill, including section 627 of Division C and section 512 of Division D, could prevent me from fulfilling my constitutional responsibilities, by denying me the assistance of senior advisers and by obstructing my supervision of executive branch officials in the execution of their statutory responsibilities. I have informed the Congress that I will interpret these provisions consistent with my constitutional duty to take care that the laws be faithfully executed.

Additional provisions in this bill, including section 8013 of Division A and section 218 of Division F, purport to restrict the use of funds to advance certain legislative positions. I have advised the Congress that I will not construe these provisions as preventing me from fulfilling my constitutional responsibility to recommend to the Congress's consideration such measures as I shall judge necessary and expedient.

Numerous provisions of this bill purport to condition the authority of executive branch officials to spend or reallocate funds on the approval of congressional committees. These are constitutionally impermissible forms of congressional aggrandizement in the execution of the laws. Although my Administration will notify the relevant committees before taking the specified actions, and will accord the recommendations of such committees appropriate and serious consideration, our spending decisions shall not be treated as dependent on the approval of congressional committees. In particular, section 1302 of Division G conditions the authority of the Librarian of Congress to transfer funds between sections of the Library upon the approval of the Committees on Appropriations of the House of Representatives and the Senate. I have advised the Congress of my understanding that this provision does not apply to funds for the Copyright Office, which performs an executive function in administering the copyright laws.

A really good London hair dresser for an edgy modern cut?


I have looked around on the web for a hairdresser that looks really good (but not entirely unaffordable), but I can't find anything that really grabs me!

I am looking for a place that does good edgy type cuts, along the lines of Toni & Guy except almost all Toni & Guy salons have very average reviews and my experience of them isn't all that great either.

Can anyone recommend a good place? A hairdresser who can both listen to and take in what you say, and is creative ans sensible enough to work something out that suits you and your hair (and talk it through with you before actually cutting your hair)... Do these hairdressers exist? :/

I Live in SW London but can travel as long as within the Lodon area.

Oil prices on the rise, following US employment data

?Oil prices rose further on Thursday following positive US employment data that offset disappointing data on third quarter growth in the United States -- the world's biggest energy consumer.

New York's main contract, light sweet crude for delivery in February, climbed 86 cents to $99.53 a barrel. Brent North Sea crude for February added 18 cents to $107.89.

Weekly claims for US unemployment benefits fell to the lowest level since April 2008 last week, the Labor Department said Thursday, yet another sign that the jobs market is in recovery in the world's biggest economy.

The data was better than most economists expected, with claims of 364,000 last week versus the consensus estimate of 380,000.

However separate data showed that the US economy grew by a slower-than-thought 1.8 percent in the third quarter as household spending dropped according to the Commerce Department.

Growth was down 0.2 percentage points versus the previous estimate and below economist expectations.
