HTC EVO V 4G (Virgin Mobile USA) hands-on

Does that handset above look familiar to you? It should because you've seen it once before when Sprint debuted it as the EVO 3D. This time, however, the phone that failed to ignite much consumer interest is back with a rebranded moniker -- EVO V 4G -- a new home on Virgin Mobile, a 2D-only screen and a $299 price. We managed to get some hands-on time with the device and for better or for worse, it's still packing the same list of specs: 4.3-inch qHD display, 1.3 megapixel front-facing / dual 5 megapixel rear cameras, dual-core 1.2GHz processor buffered by 1GB RAM and packing 4GB of internal storage with an additional 8GB furnished by an included microSD card.

Cosmetically, nothing has changed from its postpaid to prepaid journey, so you're still getting that same bulky build, jarring button layout for the 3D to 2D slider and the three quarter grooved plastic back. What counts, however, is the software it runs, namely Android 4.0.3. Yes, right out of the gate the company intends to ship this 4G WiMAX device (sorry, it's not future-proofed for LTE) with a Sense 3.6 skin running atop Ice Cream Sandwich. It's not HTC's latest lightweight 4.0 UX, but for the market it's aimed at, it'll do just fine. In other words, this needs to be a living and breathing program, so to speak, that is audited and updated on a regular basis as changes are identified that could affect the personnel and/or area that has been devastated.

funzioSan Francisco-based mobile gaming startup Funzio?had just come off making more than $5 million in sales per month when it sold to?Japan's GREE for $210 million last week.?Profits may be another story, and there's less visibility into that. The company's shares fell a record 23 percent after the Japanese government said it was investigating the legality of various game mechanics in the social gaming industry.

Nvidia GeForce GTX 690


AMD and Nvidia are notorious for routinely trading off the trophy for the best video card on the planet. But judging from Nvidia's latest release, the GeForce GTX 690, we can't help but wonder if the company may hold onto it for slightly longer than usual this time. This isn't just because of its speed, which is considerable, but also because of how well it holds up against two GeForce GTX 680 cards united in Scalable Link Interface (SLI) mode, and because of its power usage?which may just be its most attractive feature. Alas, there's always a "but," and the GTX 690's is its price: a whopping $999 (list), upping the bar that other dual-GPU cards have set around $700-$800. But if you crave the speediest and most power-efficient card you can get, don't let price stand in your way of this one.

Given that it's based on two GK104 GPUs (the same used in the GTX 680), there's not a lot to say about the GTX 690 from a chip-level standpoint that we haven't already said; there's mainly just a lot of multiplying by two to be done. Eight Graphics Processing Clusters (GPCs) mean 16 advanced Streaming Multiprocessor (SMX) units, 3,072 CUDA parallel processing cores, 256 texture units, and 64 ROP units. There's a total of 4GB of GDDR5 video memory, running at 6.008GHz over two 256-bit memory interfaces.

But the clock speeds are the same: 915MHz at the default level, but capable of accelerating to 1,019MHz on average when GPU Boost, Nvidia's new system for dynamic overclocking when the headroom exists for it, activates. And like a single GTX 680, there are four display outputs (three dual-link DVI and one Mini DisplayPort) that let you connect up to the four monitors to the card at once. The card has a TDP of 300 watts, and Nvidia recommends a power supply of no less than 650 watts if you want to install the GTX 690.

Where the GTX 690 differs from the GTX 680 is in its design. Whereas dual-GPU cards traditionally just extend the design elements of the series they lead, the GTX 690 abandons the GTX 680's (tried-and-true) black plastic style in favor of an entirely new and fresh approach. Nvidia claims that these innovations have practical applications, and in case of the cast aluminum frame with trivalent chromium plating, fan housing made from an injection-molded magnesium alloy, dual?vapor chamber cooling system (with dual-slot heat sink and an aluminum base plate) that expels heat via a center-mounted axial fan, and ten-phase power supply with a ten-layer two-ounce copper PCB that's undoubtedly true. But the polycarbonate windows on the card's front and the GeForce logo on the side that glows when the system is powered on suggest that Nvidia was just as concerned with delivering a prestige object to those willing to shell out a cool grand to be able to better play games. (And, if you ask us, that's actually not a terrible reason in this case.)

In any event, the usual caveats with big video cards apply. The GTX 690 blocks a second expansion slot, requires two PCIe power connectors (both eight-pin, a diversion from the two six-pin plugs used on the GTX 680, though understandable given the card's beefy stature), and may be too long to fit into smaller cases. (But like its immediate predecessor it's shorter than we're used to, so you'll have a better chance of it working in your system.)

Performance
Performance on the GTX 690 is, of course, excellent?which makes sense for a fusion of two units of the fastest single-GPU card out there. It dominated AMD's last-generation dual-GPU behemoth, the Radeon HD 6990 , in practically every gaming test we threw at it, which is to be expected. Sample scores: 59.8 frames per second (fps) versus 53.6fps in Aliens vs. Predator, 74fps versus 57fps in Batman: Arkham City, and 84fps versus 45.9fps in Lost Planet 2?in each case running at 2,560-by-1,600 resolution, with maximum details enabled. The one test where the GTX 690 didn't triumph? Total War: Shogun 2, where the 6990 came out ahead with 27fps versus the GTX 690's 23.3fps?but more on this in the next paragraph.

It's worth noting, however, that the GTX 690 is rarely faster than two SLI-connected GTX 680s. It keeps up incredibly nicely with the pair of cards; it just doesn't surpass them in terms of speed in most cases. Granted, because the frame rates we're talking about here are so high, this isn't a big deal?can you tell the difference, for example, between Batman: Arkham City running at 76fps and 74fps, and Lost Planet 2 running at 86.4fps and 84fps??but those who've already splurged on two GTX 680s can still feel satisfied with their purchase. (One note about performance here: There was functionally no discernible difference between the two GTX 680s and the single GTX 690 running Total War: Shogun 2. We asked Nvidia about this, and were told that a recent patch to the game has hindered multi-GPU performance somewhat?this also likely explains at least some of why the 6990 looked faster on the same game. We can't guarantee that you'll be hampered by this problem, or that a future patch won't fix it, but it's something to keep an eye on for now if you play that game.)

As was the case with the GTX 680, the defining characteristic of the GTX 690 is its power efficiency. Our full Intel X79 Express?based test system drew (as measured by way of an Extech Datalogger) 110 watts when idle, and 413.7 watts under the full load of a maxed-out Metro 2033 benchmark run. That's impressive as it is, but it looks even better compared with the GTX 680 SLI setup, which drew 116.7 while idling and 469.6 watts under load: Maybe the two cards have the tiniest of performance edges, but the power savings will unquestionably prove much more significant over the long run. An interesting side note: The GTX 690 also drew less power than either the 6990 (125 watts while idling, 424.9 watts under load) or two Radeon HD 7950 ?cards in a CrossFireX configuration (110 watts while idle, 415.3 watts under load).

Nvidia has done a remarkable job with the GeForce GTX 690, turning out a card that's worth bragging about?and bestowing our Editors' Choice award upon?for reasons that go well beyond merely its speed. We have no doubt that AMD is working on its own dual-GPU card at this very moment (we'll even venture a guess at its name: the Radeon HD 7990?), but unless the company effects a substantial revamp of its current generation's architecture, that card is going to have a hard time competing with Nvidia's. In performance, power usage, and appearance alike, it's not just the card to beat?it's the card to cherish.

Rovio makes a Mighty Eagle's $68 million in profit in financial squawk

It's inspired artwork, sketch shows and even a Pomplamoose cover, but flinging feathery fowl is ultimately a serious business. Rovio has announced that in 2011, it made a huge $106.3 million turnover and a whopping $67.6 million in profit (before tax). Fueled by the success of Angry Birds, Seasons and Rio, the company grew by a factor of eight in the last year, from 28 employees all the way to 224. The company adds that the three games were downloaded 648 million times and are now used by 200 million daily users, while sales of merchandise contributed to around 30 percent of the total revenue. The report adds that the only barrier to future profits is if people stop buying new smartphones, but we're not sure that's likely to be the case for a while.

Japan closes last nuclear reactor

Japan is switching off its last working nuclear reactor, as part of the safety drive since the March 2011 tsunami triggered a meltdown at the Fukushima plant.

The third reactor at the Tomari plant, in Hokkaido prefecture, is shutting down for routine maintenance.

It leaves Japan without energy from atomic power for the first time for more than 40 years.

Until last year, Japan got 30% of its power from nuclear energy.

Hundreds of people marched through Tokyo, waving banners to celebrate what they hope will be the end of nuclear power in Japan.

Since the Fukushima disaster, all the country's reactors have been shut down for routine maintenance. They must withstand tests against earthquakes and tsunamis, and local authorities must give their consent in order for plants to restart.

So far, none have.

Two reactors at the Ohi plant in western Japan have been declared safe. The government says they should be restarted to combat looming shortages.

However, regional authorities would still have to give their approval.

Ministers have warned Japan faces a summer of power shortages.

The BBC's Roland Buerk, in Tokyo, says the government could force the issue, but so far has been reluctant to move against public opinion.

Organisers of the anti-nuclear march in the capital estimated turnout at 5,500.

Demonstrators carried banners shaped as giant fish. The "Koinobori" banners, traditionally the symbol of Children's Day, have been adopted by the anti-nuclear movement.

"There are so many nuclear plants, but not a single one will be up and running today, and that's because of our efforts," campaigner Masashi Ishikawa told the crowd.

Engineers began the process of shutting down the final Tomari reactor, inserting control rods to bring the fission process to an end.

All operations at the plant will have stopped by 14:00 GMT, a spokesman told Associated Press.

Japan will then be without nuclear power for the first time since 1970.

Businesses have warned of severe consequences for manufacturing if no nuclear plants are allowed to re-start.

In the meantime, Japan has increased its fossil fuel imports, with electricity companies pressing old power plants into service.

If the country can get through the steamy summer without blackouts, calls to make the nuclear shutdown permanent will get louder, our correspondent says.

The six-reactor Fukushima Daiichi nuclear plant was badly damaged by the March 2011 earthquake and tsunami.

Blasts occurred at four of the reactors after the cooling systems went offline, triggering radiation leaks and forcing the evacuation of thousands of people.

A 20km (12m) exclusion zone remains in place around the plant.

(AP) ? The Obama administration is buying into an ambitious health care initiative in Oregon, announcing Thursday it has tentatively agreed to chip in $1.9 billion over five years to help get the program off the ground.

Oregon hopes to prove that states can save billions on Medicaid without sacrificing the quality of health care. Gov. John Kitzhaber's plan would invest in preventive care to keep patients healthy so they don't need expensive hospitalizations.

"If this works, I think other states are going to be looking at this as a way to manage that patient population," said Kitzhaber, a Democrat and former emergency room physician who has worked for decades on reforming the health care system.

The federal government could save $1.5 trillion over the next 10 years if all 50 states adopted Oregon's approach, the governor has said.

Medicaid, which provides health coverage for low-income Americans, is jointly funded by the state and federal governments. Federal officials have not yet agreed to grant Oregon a waiver from standard Medicaid regulations, which is needed for the program to be implemented and the money to be spent.

The financial commitment from the U.S. Department of Health and Human Services, while still not final, is a clear public endorsement of the concept and an indication that the administration believes the initiative holds promise to save money. The state anticipates savings of $11 billion to state and federal budgets over the next decade by reducing duplicated treatments and avoidable hospitalizations.

Finding ways to slow the growth in health care costs is a critical challenge as baby boomers age and President Barack Obama's health care overhaul extends coverage to millions more Americans, many of whom will join Medicaid in 2014. Under Obama's Affordable Care Act, the federal government will pay most of the costs for the new patients.

The Oregon plan would create "coordinated care organizations" to manage all mental, physical and dental care for 600,000 low-income patients on the Oregon Health Plan, the state's Medicaid program. It would focus particularly on the sickest patients with the highest costs, especially people with chronic conditions such as diabetes and asthma or with mental health concerns.

The care organizations would have to work within fixed budgets, with broad leeway to spend the way they think is best. The ones that are most successful at lowering costs would see the largest profits.

The model makes it possible to pay for services that keep people healthy but don't get much funding ? such as paying caseworkers to make sure patients go to medical appointments and take their medications. The state Legislature overwhelmingly endorsed the idea this year and last, though some Republicans complained that it would increase the government's role in health care.

In a statement, Health and Human Services Secretary Kathleen Sebelius said Oregon's plan "mirrors our plan at the national level under the Affordable Care Act."

"This is another example of how we are collaborating successfully with states in their efforts to find innovative health care solutions that work for their communities," Sebelius said.

Kitzhaber cleared his schedule at the last minute this week to fly to Washington, D.C., and finalize the deal for the money.

The federal money will lessen the impact of payment cuts to providers and help them pay the upfront costs of the new initiative before the savings can kick in. Oregon, facing a budget shortfall, planned to severely cut payments to doctors, hospitals and other care providers beginning this summer.

Potential coordinated care organizations, which had been working to comply with proposed requirements, were eager to find out how much federal money would be available. Many will have to upgrade their computer systems so patient records can be shared, or hire new staff to manage patient care. They face a May 14 deadline to submit financial proposals to the state.

The changes will initially apply only to Medicaid patients, but Kitzhaber wants to eventually extend it to government workers and the general public.

State and federal officials are still negotiating the final details and hope to finish in time to make the first payment, $620 million, on July 1. About 50 groups have applied to become coordinated care organizations, with some hoping to begin operating on Aug. 1.

Federal money is a "transformational achievement" but there are still significant challenges looming, said Joe Robertson, president of Oregon Health & Science University in Portland, a hospital and medical school.

"There is a lot of hard work ahead of us to achieve $11 billion in savings," Robertson said. "Today's news is encouraging, but we must always focus on long-term solutions."
