Libya rulers claim capture of Gaddafi bastion (Reuters)

TRIPOLI/NORTH OF BANI WALID, Libya (Reuters) ? Libya's interim rulers said on Wednesday they had captured most of one of Muammar Gaddafi's last strongholds deep in the Sahara desert, a boost to an administration struggling to assert full control over the country.

The desert outpost of Sabha had been holding out along with Bani Walid southeast of Tripoli and Gaddafi's hometown Sirte since the fall of the capital.

"We control most of Sabha apart from the al-Manshiya district. This is still resisting, but it will fall," ruling National Transitional Council (NTC) military spokesman Ahmed Bani said.

CNN, citing a correspondent in Sabha, reported that NTC fighters had occupied its center on Wednesday after taking the airport and a fort the day before.

It was not immediately clear whether fighters would be able to hold their gains. Throughout seven months of fighting, advances have often been quickly reversed.

NATO countries handed the government another boost by extending by three more months the air cover that helped anti-Gaddafi fighters to victory.

Despite the apparent success at Sabha, chaos prevailed among fighters besieging Gaddafi's other two hold-out towns. Several attempts by NTC fighters to overrun Bani Walid and Sirte in the past week have ended in disarray and panicked retreat.

At Bani Walid, bored militiamen fired weapons at camels and sheep while awaiting orders on Wednesday, as much a danger to themselves as to Gaddafi fighters holed up in the town.

One man shot his own head off and killed another fighter while handling a rocket-propelled grenade in full view of a Reuters team. In another incident, a fighter wounded himself and another fighter after losing control of his machinegun.

The human losses were exacerbated by the death of at least five more fighters in a collision between two NTC vehicles during a hasty retreat from Bani Walid.

Seven NTC fighters were also killed in an ambush by pro-Gaddafi soldiers inside Bani Walid, NTC officials said.

Fighting at Bani Walid has been chaotic, with different brigades arguing among themselves, fighters from other areas not getting along with local fighters, and talk of traitors infiltrating the ranks and sabotaging the assault.

NTC official Abdullah Kenshil told Reuters that Gaddafi forces in Bani Walid had killed at least 16 civilians there in the last two days after suspecting they supported the NTC.

"They were killed in cold blood. They were all civilians and they were killed execution style," he said.

His account could not be independently verified.

Sporadic fighting also continued outside Sirte where an NTC push from the east toward Gaddafi's birthplace has been held back for days by heavy artillery fire from loyalist soldiers.

Fighters making their way back from the front line said they were meeting fierce resistance at Khamseen, 50 km (30 miles) east of Sirte, and that they lacked the firepower to respond.

"I'm 100 percent sure that there is someone important in Sirte, either Gaddafi himself or one of his sons, because his forces have become suicidal in the Khamseen area," NTC fighter Hamed al-Hachy, told Reuters. "And they are trying to buy him time until he's able to flee Libya."

NEW CABINET

Efforts to take control of all of Libya's territory are taking place alongside attempts to appoint an interim cabinet.

A plan to announce a new interim government this week collapsed after members of the current council failed to agree.

The NTC has its roots in the eastern city of Benghazi, although most of the fighters who captured Tripoli last month come from the west. The NTC wants a more inclusive administration.

Libya will now probably name a new government within 10 days, interim Prime Minister Mahmoud Jibril said in New York on Wednesday, where he is attending the U.N. General Assembly.

Libya's de facto rulers won support from Washington, the African Union and South Africa on Tuesday and their green, red and black flag flew for the first time at the United Nations.

"I expect the government to be announced in the next week to 10 days maximum," Jibril said after a G8 conference on aiding Arab countries' transition to democracy. The conference is taking place on the sidelines of the general assembly.

Among issues the interim leaders were debating were the number of ministries in the new government and whether they would be in Tripoli or divided between eastern and western Libya, Jibril said.

International leaders at the U.N. conference congratulated Libyans -- and themselves -- for Gaddafi's removal in a seven-month conflict. U.S. President Barack Obama called for the last of Gaddafi's loyalists to stop fighting and said the U.S. ambassador would return to Tripoli.

"Those still holding out must understand -- the old regime is over, and it is time to lay down your arms and join the new Libya," Obama said.

NATO, which took command of a military mission on March 31 under a U.N. mandate to protect Libyan civilians, agreed at a meeting of ambassadors of its 28 member states in Brussels to extend the mission for three more months, a NATO diplomat said.

Gaddafi, who is on the run, taunted the Western alliance in a speech broadcast by a Syrian-based television station on Tuesday, saying: "The bombs of NATO planes will not last."

Just hours after he spoke, Britain said its planes had struck again, attacking troops loyal to him in three different areas and destroying Gaddafi bases in both Sirte and Bani Walid.

A security source in neighboring Tunisia said Tunisia's army clashed with armed men in several cars near the border. The source did not identify the gunmen. The border has occasionally been tense and armed Libyans clashed with Tunisian troops last month in the final days before the fall of Tripoli.

Libyan royal offers to help homeland (AP)

ROME ? The great-nephew of the Libyan king ousted by Moammar Gadhafi says his people should decide if they want a monarch as Libya forges a democracy after decades of dictatorship.

So far leaders of the rebels who swept Gadhafi out of power haven't asked Prince Mohammed el Hasan el Rida el Senussi to play any role in his homeland.

The prince, who was almost 7 when Gadhafi came to power in a 1969 coup, told The Associated Press in an interview in Rome on Wednesday that his family is a "servant of the Libyan people."

The National Transitional Council, Libya's temporary rulers, say that while the exiled former royals are welcome back, no institutional role is envisioned for them. El Senussi says Libya's people should decide what form of democracy they want.

Tanzania Government to increase youth employment in agriculture ...

Deputy Minister for Labour and Employment, Dr Makongoro Mahanga

The government has expressed concern in the continued drop of employment by the youth in the agricultural sector, saying there is a need to create a more conducive environment.

The Deputy Minister for Labour and Employment, Dr Makongoro Mahanga, told journalists on Tuesday during the five-year anniversary of Bringing Resources Across Communities (BRAC) in Tanzania that the government was committed to doing so.

?Current trends show that the number of youths employed in agriculture is dropping drastically as most of them opt for entrepreneurship. However, lack of skills and capital is rendering them unemployed and there is need to do something about this,? he said.

He explained that the government was aware that agriculture, livestock and fisheries are the biggest employers and that mechanisms were being put in place to ensure that the necessary infrastructures were in place to woo more youths in these sectors.

Dr Mahanga said that working closely with BRAC would ensure that many of the nation?s plans and goals would be met, taking into consideration that the organization targets the reduction of poverty, ignorance and disease.

BRAC is a multifaceted development organisation founded in Bangladesh in 1972 with the primary role of poverty alleviation and empowerment of the poor through a range of programmes in economic, social and human development.

Since its inception in June 2006, BRAC Tanzania has been running successful programmes in microfinance, agriculture and livestock, livelihood and business development services and community health care.

The Deputy Minister for Community Development, Gender and Children, Ms Ummy Mwalimu, said that she was very impressed to learn that BRAC Tanzania covers 18 regions of the country and has an outreach of 1.37 million men, women and children.

Ms Mwalimu said that she was fascinated by the fact that, unlike other financial institutions offering microfinance services, BRAC Tanzania doesn?t require collateral and that more organizations should borrow a leaf from it.

The Deputy Minister for Information, Youth, Culture and Sports, Dr Fennella Mukangara, also expressed her satisfaction of the activities of the organisation but said that there was need for more tangible results.

?It is encouraging to see that you are creating employment. However, I have to say, having employed 1,183 people as staff is rather small and greater work needs to be done to expand to other regions not yet covered,? she urged.

Former Minister for Labour and Employment, Prof Jumanne Kapuya, said at the time of the organization?s inception, he welcomed it because it sought to fight the nation?s three biggest enemies ? poverty, disease and ignorance.

Prof Kapuya said, being a young nation, where 65 per cent of the population is between 15 and 35 years old, unemployment among the youth was a huge problem and any assistance to tackle it was very welcome.

?A lot is being done by the government and the private sector. By looking at your achievements in the past five years, it is clear that you are vital and I urge you to expand to more areas,? he said.

The BRAC Country Representative, Mr Gunendu Roy, said that he would take up the challenges that had been thrown at him but also reminded of the numerous hurdles facing those working in the rural areas.

Mr Roy said that he planned to increase the branches from 112 offices to 200 by 2016, venture to six other regions and reach 200,000 borrowers by the end of that year.
